Non-paper on the 'Ministerial' to be held in Warsaw on February 13-14

 

1.      Governments of the United States and Poland are going to co-host a so-called "Ministerial to Promote a Future of Peace and Security in the Middle East” in Warsaw on February 13-14. According to their joint statement on the event, some 70 countries have been invited to participate.

 

2.      Although their public statements are rather general and have no direct reference to Iran, and also the high-ranking representative of Poland assured Iran during his visit of January 21st that the gathering is not intended (at least on the Polish side) to be targeting Iran, the U.S officials did not shy away from expressing explicitly that indeed what they are trying to do is to highjack the forum to demonize Iran's role in the region, and pursue their malicious intentions. This 'Ministerial' is yet another attempt by the U.S. administration to undermine and bypass the internationally recognized arrangements for maintenance of peace and security embodied in the United Nations and its Security Council.

 

3.      The unlawful withdrawal from the JCPOA and ongoing disregard for the UNSCR 2231 by the U.S. is an exemplary instance of its irresponsible and destructive approach towards diplomacy, international law, pacific settlement of disputes, United Nations, and regional and global peace and security.Through imposing its domestic laws and regulations to nationals and companies of other countries, the U.S. is manipulating the international market and global economy in order to achieve its own political goals. Thus the U.S. behavior is threatening the global freedom of trade and business.

 

4.       If actions are to be judged upon and not empty words, the undisputable fact is that the U.S. itself has been playing the most destabilizing role in the West Asia region. One should bear in mind the catastrophic consequences of the U.S unlawful behavior in the Middle East in the past decades, including inter alia its unjustifiable support for Saddam Hussein in his war of aggression against Iran and his heinous crimes against Iraqi people, then its unlawful military occupation of Afghanistan and Iraq which resulted in deep-rooted problems such as formation of extremist terrorist cults and organizations.

 

5.      The current U.S policy in the region is unconstructive, biased, confused and self-contradictory. While the U.S president has made it clear on numerous occasions that the only guiding principle in the U.S. foreign policy is money, and that they do not care for anything else, his Secretary of State insincerely claims that they are pursuing "the stability that the people of the Middle East so richly deserve." The foreign policy of the U.S towards the region can be encapsulated in the following words by President Trump: "Syria was lost long ago. It was lost long ago. We’re not talking about vast wealth. We’re talking about sand and death. I’m getting out; we’re getting out of Syria. Look, we don’t want Syria." This is how the U.S sees countries in the region. Ironically, situation in Syria is among items that Secretary Pompeo proposes to be discussed in Warsaw.

 

6.      The unlawful sanctions imposed by the U.S. will not bring about the results it is looking for. But they do harm economies, and they do harm people, both Iranian and others. The Islamic Republic of Iran is credited with making over 30 percent of the world's total drug seizures. Iran is also host to one of the largest and most protracted urban refugee populations worldwide, with millions of refugees living in the country. The so-called "maximum pressure" policy of the U.S. will limit Iran's resources available for combatting narcotics trafficking and other transnational organized crimes, and hosting millions of refugees and providing them with same social and educational services available to its own nationals.

 

7.      As a responsible state, Iran which derives its strength and stability from inside, has been trying to be a stabilizing power in the region. Unlike the U.S., Iran is not an outsider to the region, and therefore the security and stability of its neighbors are essential to security and stability of Iran.Today, Iran's role in fight against extremist terrorism in the region is unquestionable. While contributed significantly to defeating ISIS territorially, Iranas one of the three guarantors of the Astana Process is contributing greatly to peace and national dialogue in Syria. Iran has successfully used its good offices in order to facilitate the Yemeni-Yemeni talks that took place in Stockholm recently and is continuing to support a negotiated and peaceful solution for Yemen. Iran has always supported national sovereignty and territorial integrity of its neighbors, and has always sided against coups, secessionist movements and foreign interventions in any country; be it in Iraq, Afghanistan, Lebanon, Turkey, Venezuela or elsewhere.

 

8.      With its intended goals and biased agenda, the 'Ministerial' is very much likely to be aggravating and escalating the distrust, chaos, crisis and conflict in the region which is already deeply suffering from multiple tragic catastrophes. Any effort aimed at cornering and exclusion of Iran (and several other states) will not do any good for the region and its people. Security and stability of West Asia shall be defined by those who live in it, through mutual recognition and trust-building measures.The selective and handpicked composition of the invitees of the 'Ministerial' drags the international community to more than a century ago; to the era before the Hague Conference of 1899.

 

9.      As evident from the published agenda of the event, the co-hosts are determined to chair the event and issue a Co-Chairs' statement upon conclusion of the sessions. There is a serious concern that the United States will try to (1) include explicitly or tacitly its own malign intentions in the said statement and attribute it to all participants; and (2) through such statement, affect existing internationally recognized arrangements and/or legally binding instruments.

 

10.  There is no doubt that the most crucial crisis in the Middle East that is the root-cause of many other problems in the region is the issue of Palestine and the Israeli occupation and its grave violations of both human rights and international humanitarian law. If the security and stability of the region matters, all countries should focus on putting an end to the horrible situation in Palestine for which no one is to be blamed more than the Israeli regime and the United States. Instead of organizing deceitful gatherings and crying crocodile tears for the region, the U.S. should first bring to an end its unconditional support for the Israeli regime's continuous violations of international law, numerous resolutions of the Security Council and General Assembly of the UN, international humanitarian law and human rights.

                                                                              

11.  Another critical challenge facing the Middle East, is overflowing the region with hundreds billion worth of "beautiful military equipment" mostly by the United States. Despite the senseless arms race in the region, Iran has always kept its military budget at a modest and reasonable level. Unjustified ado about Iran's defensive and deterrent missile program (which is in no contradiction with international obligations of Iran including UNSCR 2231) gets even more ironic when one takes note of the West's support for the shameless behavior of the Israeli Prime Minister who stood next to a nuclear facility (which has never been subject to the IAEA safeguards) and threatened Iran with annihilation, and openly boasts about their offensive missiles that can reach "anywhere".

 

12.  Iran is ready and willing to engage on all issues of interest, but with those who show the same resoluteness and commitment to rules of civilized engagement, and are both willing and capable to keep up with the commitments they make. If the latter proves to be the case, there are enough existing fora and formats to be of use. The U.S. needs to cease its unlawful significant non-compliance with the JCPOA and to redirect its policies in compliance with UNSCR 2231.
